How to Change the system language on the basis of user's preferred communication language?

Scenario: There is a field "Preferred Communication Language" in sys_user table and one field "Language" in system setting.

Expected solution: Need to change the system language on the basis of user's preferred communication language.

Example: If user's preferred communication language is FI then system language should automatically change to FI.

If you update that user's language in the user profile then it should show in that language once that user logins

The Language field in the User [sys_user] table overrides the default global language for that user's sessions.

The Language field in the User [sys_user] table overrides the default global language for that user's sessions: But i need to change the user's system language for all time, not until the session expires. 

There is one issue: If i changing the user's language to X then system language changes to X for my system not for that user.

This script works for current user and current session.

can you help in this?

Expected sol: If the user's preferred language is "RU" (russian) in sys_user table.

Then that user's system language should be changed to russian by default for all time whenever he log in from any device.

If the user's language changes to RU then when that user logins he/she will see the page and content in Russian
