How to create a widget?

Hi All,

I have to create a same widget instance shown in screenshot. Does anyone know which widget I need to use? Its a simple requirement where I need to create a simple widget with some border and some text on it like shown in screenshot and upon clicking on it, it should redirect to another page on a portal. How do I create it?

Widget is combination of HTML / CSS and scripting. YOu can create in portal configuration -- Widget.
