How to Create custom roles

we need to create a role which is only allowed to do ADMIN related work like

Committing update set/Running background script .

I need to Create a role which should work for commit update set and background script alone.

and need to check it with the user.

so can you tell me how to create a role for this ?

there are many such pages which are not accessible to developers/admins

Only platform level developers might be having access to that.
