How to create mutiple hr cases or Hr tasks from one Hr case for different users.

I have a requirement where I have to automate the process of creating multiple Hr cases or Hr tasks from a parent case for mutliple users,
is that even possible?
I have tried the functionality of Bulk cases using excel sheet,the first column seems to be 'user_name', but how about another columns?
In a record producer using mrvs the end user will enter the user names and other details and these details should map to the child hr cases,I had a similar requirement in ITSM for a catalog item and configured it through workflow using Cart API method but not sure how to proceed further for HR cases.
Any suggestions on how to proceed further?
