I would like to disable such popups whenever a new user logs in. Is there a way to configure the instance to avoid these? I'm using the Washington release.

Hi @aldro61,
Easily achieved. Please follow the below steps straight from the SN Docs as below:
(Please note the preference 'Name' and 'User' properties of the preference)
- Navigate to All > User Administration > User Preferences.
- Click New.
- Enter the following values
Description | A description of the user preference. For example, Remove the welcome splash screen. |
Name | User preference name. To turn off the welcome splash screen, enter the following name: overview_help.visited.NextExperience |
System | Select this check box to apply this user preference system wide. |
Type | Select string. |
User | The user that the splash screen is turned off for. To turn off the splash screen for all users, leave this field empty. To turn off the splash screen for specific users, user the search icon (magnifying glass) to find the user and select them in the search results. |
Value | Enter true to enable this user preference, which turns off the welcome splash screen. |
Click Submit.

Hi there,
You can control these kind of popups (there way more similar like in ServiceNow) with User Preferences. For example when you click this away, for yourself a User Preference should have been create or updated. Just search for it and search for the most recent ones.
If not wanting this at all for all users... create such a User Preference with system = true.
