How to display a global banner to all users?

Hello, I was wondering if there's a built-in/OOB feature to display a global banner to all currently logged-in users in ServiceNow?
Ideally, it would be a one-time banner where once you "X" out of it or close it, it does not appear again, and you can change the message via a UI so non-devs can send the banner (like a manager) / customize the message.

Hey @jglez1,
You would need to create two separate records of Announcements - one for the portal and one for Next Experience (assuming you are using the Next Experience instead of UI16)
