how to fix the steps or stages in the form(Process Flow formatter)

Hi Guys,

We have a demand process that has a steps/stage for Draft, Submitted, Screening, Qualified, Approved, Completed and Defer. When we defer the demand it will automatically change the steps to Approved. I already check if there is a Business Rule but no configuration for this process. Is there any configuration that I need to adjust for this? Because I also check the Process flow formatter and the condition for defer and approved show below

To fix the issue when choosing the defer it automatically changed to approved.

what I need is whenever the value is defer it will be defer not approved.
