How to implement an Alert in Standard Change Request only when state changes to "Implement"?

I need to reminder the requestor to add an attachment.  Thank you

The 'g_scratchpad' function is very new to me. I understand its use in the business rule part. However, I am unsure about what I need to include within the if-else statement. The use case is to prevent users from proceeding if they have not attached a file before or during the implementation state.  Could you please help? Thank you
