How to make time zone editable for non admin users in employe center portal

Hi Team,
As an admin I able to edit the Time zone(Screenshot 1). But I want timezone to be visible/editable by all ECpro users.(screenshot 2)
will there be any specific role that needs to be assigned to user to make timezone visible and editable.

roles which you add in this property can change the timezone "glide.timezone_changer.roles"
the logic is present in server side line 138 in that widget

Enable Timezone from user profile of end user from Service Portal
Only admin and itil role users can edit it
