How to prevent users from bypassing the terms and conditions?

I have a requirement to show terms & conditions when users login for the first time. I followed below link and able to show popup using a UI script as described in the post. The problem is that users are able to bypass the popup selection i.e they can open anything from the application navigator without accepting/ rejecting the terms and conditions.

How can we make the users mandatorily accept / reject the terms and conditions displayed in popup without allowing them to bypass it?

Yes, the requirement is to show a page having 'terms and conditions' to be accepted by all users as required by the law. It is a one time activity.

I was trying with this approach but got stuck as mentioned above.
