how to print to PDF Madrid release notes?

Am looking for the ability to actually print the Madrid Release Notes.  I located the notes but I see no ability/feature to print them as the PRINT TO PDF is grayed out!

Then, click on the 3 dots and then click 'Topics and SubTopics'. Also, I am attaching the release notes for your reference.
