How to remove Change Implementor from the change approver list

Change implementor should not be in the approval list of a change request.

How to achieve this?

If a change request went for technical approval then the change implementor should not be shown in the approvers list. how to achieve this

if the implementation is part for approval flow then it will go for approval. Also how do you identify that a change is having technical approval or not?
