How to send automated text SMS to on-call engineers without Third party integration

Hello Devs,

 

I was looking for some solution to send Automated text message to On-call engineers on their mobile phone if a P1/P2 Incident is assigned to their queue without integrating with Third party vendors like Twilio. 

Any lead is appreciated.
