how to set a multiple language for my custom application in platform

I need to set one more language for my application.

Like I have a English made up application menu and module, 

how do I create a Japanese version .

yeah, please refer to the image below.

I have a cutomized application with application menu 'Staff Application System'.

I take it as a english version.

what should I do to translate it to Japanese so that I can get a Japanese 

menu when I switch the language to Japanese.

There must be somewhere I can set it, but I don't know.
