How to Set Tag visibility by default for certain users or for certain table?

Use Case:

All tags created/assigned for Test table, I want to set the default visibility to certain Groups or Users and type Standard.

And when assigning a tag in a list view I want to remove the Viewable by section so that the Name section is only displayed:

Yes, I saw this one but I want to remove this Viewable by section and set the default every time a tag is being used for that certain table.
