how to set up an email notification using inactivity monitor for P2 / P3 alerts -20min inactive

Hi experts,

 

   I want to trigger an email notification to the group if there is no activity on P2/P3 incidents. I got to know we can do it by using Inactivity monitors, but failed to implement it. Please help.
