How to show sys_attachment in a report's "related list condition" filter?

I want to select "sys_attachment" table in a report (based on incident table)'s "related list condition" filter, however I can't view "sys_attachment" table even I've updated the sys property glide_ui_permitted_tables to include sys_attachment.

 

I can only view sys_attachment in report's table, but not related list condition table.

Reporting on system tables is not recommended by ServiceNow. Instead try using attachment list layout.
