How to translate the below hover message on the question mark in change form?

Im not able to find the english text you are seeing  in the below image. I checked all the scripts  but no clue. Can some one help me  from where is that help icon is coming from?

I enabled debugging but it doesnt showed me any prefix for hover message.

So go to the Dictionary Entry of the field you are after, open the Label record for the language you are after, and update the Hint.
