How to translate the below hover message on the question mark in change form?

Im not able to find the english text you are seeing  in the below image. I checked all the scripts  but no clue. Can some one help me  from where is that help icon is coming from?

But the hover message is not coming from the hint. hint is empty

Is this also an out-of-the-box field and something we can reproduce?

-The hover text is present in the Hint field of the Field label Record.

Please follow below Steps:

1)Right Click on the field -> configure dictionary

2)Go the Labels Related List and open the Record:

3)And hover text is present in the Hint field.
