How To Troubleshoot "Access to this content denied based on report_view ACLs" errors

Hi All ,

I have created dictionary field as it Functional field on problem table but when I try to create report I am getting this error as ""   I found the two ACL on same table one is for global scope and one is for another scope . even I matched all condition of these ACL's I am getting below error while debugging
