Does anyone know how to Wrap the text in Configurable Workspace Case form instead of having horizontal scroll bar?

I think it is OOTB behaviour and tough to change.

Interestingly, a colleague who looks after a different SNOW instance said the problem went away (the text wrapped) after upgrading to Vancouver, and they didn’t change anything else. I have upgraded my Dev instance and it’s still the same.
I did find the following Vancouver release notes, but none of these settings are configured on the other instance and he has demonstrated the text wrapping. I think maybe they had changed something else at some point which effects this behaviour. We are just not sure what.

Its not SNOW, its SN or ServiceNow.
Yes , i can 100% relate this, there are many instance when i had 2 PDI and 1 one pdi one plugin is missing but in other it is available.
There is no sure shot reason why, it is not for you but for other. May be larger Monitor / external monitor or some browser setting. Many reason 😞

Have you tried using the Form Designer to move that field to a section that is a Single column? Like below:
