Is it possible to add the year to the date on the HR Case Card in HR Agent Workspace?

Did you try checking what the logged in user's date format in sys_user table?
Try changing that and check once

Unfortunately it won't be possible as if you look at the configuration through UI builder, we cannot change the setup of the "Opened":
