No that is not issue.
I read some plateform that update set is not captures report but when i creates update set that captures
i want to know only what is correct

Reports are captured in update sets. OOB it's just how it is. Where did you read otherwise?

Hello Aman,
I guess you are referring to Dashboards (which usually hold group of reports).
Reports are captured in updateset. Dashboards are not captured in updateset.

Out of the box sys_report is captured in an update set.
I agree with point mentioned by @Mark Manders.
Why any developer will capture that report and not migrate it?
