In service portal, there is a page called 'Ask a Question'. We have a catalog item by the name 'Ask a Question'. I want to populate the catalog item 'Ask a Question' in portal.Please help on how to achieve this?

So hide this widget you are talking about and put on page direct link to your item.

What page you want to have it? As a link on page like footer? Or as an icon somewhere? Index page or any other? 

You might want to edit page in editor. You use ootb portal I guess?

As shown below 'Ask a question' is the page name.

On click of above marked page,it should open the catalog item 'Ask a question' as shown below

Go to Portals, open your portal record and find Main Menu. Open main menu used and edit it.

There you can change, replace, add link inside to point to your catalogue item.
