Without "admin" role impersonator role will not work .please refer below mentioned document.

Hi @Aryan ,
With ITIL and impersonator role user can able to impersonate another user and see the data there will be security risk When someone pretends to be another user, they might access sensitive information or functions they shouldn't. For Audit If a user pretends to be someone else, their actions are logged under that person's name, making it hard to know who really did what.

This is the purpose of the Impersonate role. Mainly in UAT where we lack actual users to participate, then we use impersonate role. But an ITIL user cant impersonate the admin user.
