inbound action is not working for external users.

I created an inbound action using Flow Designer. The inbound action is triggering for internal users of that organization. when an external user tries to trigger that inbound action. It is rising an error "The requested flow operation was prohibited by security rules".

What is the value of run as for the inbound email flow?

Run as value for inbound email is Guest Guest.

Is the inbound mail action for RITM table? If so, try adding Any User user criteria to the catalog item

Inbound email action is for a Custom Table not for RITM.
