Incident create widget swap position of submit button

Hello, I would like to swap the OOTB widget position of submit and required information within the widgets code to change each other place. I have no clue on how to modify the OOTB HTML.

I dont think this swap will bring any benefit for user experience but yes increase the technical debt.

Agree it is client req but we can ask what value it drive, this may bring more cost and technical debt which we as expert need to tell client.
