I was trying to know, if Servicenow instance IP address is changed, will it impact existing integrations and user access via SSO in Servicenow?

This will only have impact if best practice wasn't used when setting up any kind of integration/access/firewall rules. If the IP is hard coded in an integration, it should be changed there as well. I've supported tens of customers on their IP changes and never have I encountered any issues, but you should check with the teams and partners you integrate with, to make sure.
