You didn't ask me, but let me answer nevertheless: your Interactive Filter is on the location table. Your Interactive Filter Reference (screenshot) should be on the Incident table, referencing the location field, so it will show you all locations on the incident table.

You can take an OOB interactive filter as reference (like "Change Assignment Group" filter -> filter on the sys_user_group, reference to the table you want to find the group field on).

Here is the solution.

The Interactive Filter pertains to the location table. Correspondingly, the Interactive Filter Reference (as depicted in the screenshot) should be established on the Incident table, connecting to the location field. This configuration ensures that all locations within the Incident table are displayed.
Incident Dashboard/ Incident Overview -> Add Widget -> Interactive filter -> Recent content -> Your Created Interactive filter which you have created.
After this you will be able to see how many Incident are there in that location.

Even though you didn't ask me, allow me to respond: the location table has your Interactive Filter. In order for it to display every location on the incident table, your Interactive Filter Reference (screenshot) needs to be on the Incident table and reference the location field.
To discover the group field on a table, you can use an OOB interactive filter as a reference (e.g., "Change Assignment Group" filter -> filter on the sys_user_group).
