Is there a way users can reopen an incident during the 48 hour resolve window?

In the screenshot below is there a way to have end users be able to close their incident from the service portal? I see under actions there is "Resolve" and when its resolved there is only "Close". Is there a way to add "reopen"? I only want it visible is the state is in resolve.
