Is there any way ? How to add allocation to the subscribed users in subscription management ?

I tried to add the group in the subscription management. But it show no group found with roles.
I want to allocate this subscription with all users having approver_user role.

When i add the groups to the subscription in the dev instance it is not getting captured in local update set .

Do i need to add allocation manually for dev,test and prod ?
