Kick off an incident based flow on attachment addition

I'm trying to figure out how to kick off a Jira Spoke flow upon addition of an attachment on a Service Now incident.  I've tried two basic approaches so far.

 

1) I've tried triggering off of the incident object - this never fires.

2) I've tried triggering off of the attachment table - this will fire, but does not seem to be able to load the associated incident.  The weird part is it will load the associated incident just fine if I "Test" the flow using the Test button on the flow itself, but when I actually add an attachment to an incident via the normal UI I get an error thrown from the incident lookup - "No Record Found"

Is there any better way to trigger a Jira Spoke Flow (or any Incident based Flow) based on an attachment addition?

@brandonopfe do you need to achieve this with a Spoke? Better is subjective, but instead of troubleshooting the spoke, you'll have an easier time with a third party platform or service. Unito has a SN Jira integration that supports attachments and it's much easier to set up than a spoke. Though you do have to set up an account and it's a paid app (though less expensive than Integration Hub).
