Knowledge article won't publish

We recently upgraded to Rome and created a new Knowledge template, when using the new knowledge template and clicking publish, (the knowledge base is set to go to approval after publish is selected) the article stays in draft. Any suggestions as to what may be happening here?  I'm an admin in the system.

what is issue and what are the configurations?

One possible reason for that is the workflow. You can't publish if you can't follow the process of the workflow.
