Hi
there are tons of reasons for that issue and without having access to your instance it is difficult to give any reasons.
As I can see you have a MID server in place I would start analyzing the gent log files.
If you find some relating error message you can paste them here and we can check what's going wrong.

Cannot contact LDAP Server: If you receive a "Cannot connect to the LDAP Server" error message, try to connect using the LDAP Server IP address. You should also check to be sure the LDAP machine is running. Another possibility is that the SSL certificate files are not valid.
