Learning Plans broken file links

I've been assigned to complete the Create an App and Data Model module, but the file downloads lead to links to a blank webpage.
This page is supposed to let me download todoproject.xlsx, but opening the link in the article leads to a blank webpage with nothing in the <body> tag.
EDIT: I just found out that this only happens when the "Content available for" picker is set to Washington DC instead of Vancouver. Why is the learning plan not updated to the latest version?
This was also the case with clipboard.png earlier, but since that's just cosmetic, I could skip over it and progress. However, todoproject.xlsx contains the necessary sample user data, so I am stuck.
If this is not the correct place to point this issue out, can someone here show me the correct place for me to do so?
