Login Issue "The requested URL not found on this Server" for Itil Users

Hello all, in my instance when I give a user the ITIL role in my instance and they login, they get the error "The Requested URL is not found on this server". We do not use SOW, but we do need the ITIL role for something dealing with the change module. Does anyone have an insight on what I can do. Me as an Admin can receive the ITIL role and login with no issues. Here the differences in the last part of the URL separated by what works and what doesn't:

URL that does not work immediately after login: now/nav/ui/classic/params/target/now%2Fsow

Works when I change the URL after getting the error after login:  now/sow/home

Try giving other roles as well along with ITIL.

change_requester

change_approver

change_manager
