Manager access to all incidents via service portal

I have a business requirement to allow managers access to their employee incidents via the service portal. I've been trying to modify the "my requests" OOB functionality but am unable to grant the managers access to viewing incidents assigned to their location.

 

Any help is appreciated!

As per me , not a good use case, why a manager need to see the all incidents of his/her employees?

The managers at our locations are not ITIL licensed but still need access to keep track of ongoing incidents related to their locations.

I have a similar requirement where many leaders in our organization prefer to have an overview of all the incidents their teams have submitted. I currently have a widget for FSO cases that works well. Now, I’m working on creating one for support incidents and legal requests.
