MRVS mysteriously set to Required

I have an MRVS that needs to be on screen but not required.  I have set a script that auto-populates the first row when a different question triggers that need.  However, there is NO call to make the mrvs required.

There are no policies making it required.

When i open it in the catalog... it is marked required and nothing has been touched yet - so, right out of the gate...

Spent more than an hour trying to find what is causing this.  Current version is Zurich Patch 12.

did you try to create another MRVS and observe the same behavior?
