Mutual TLS

I am creating an App using AES which has tables. I want to create a proof of concept App using REST API to send and receive data from our on prem REST clients to a table in the development instance using Mutual TLS 

Is this possible  in development instance. Appreciate, if some one help me to get that documentation link

Does it have to be CA Trusted certificate for SSL certificate based authentication

Thanks for your help - we do presently mutual TLS with Azure - so  will go that background
