need add and Edit button in change request

I need to create add button and edit button in Affected CI's and Impacted CI's. The current configuration is the add button is visible in affected only in new state. But it should be visible for all users till authorize state and to the change management team till Implementation. The same way need to have edit button. Can any one suggest me with the implementation on this?

then I already informed where change is to be done
For Edit button you can configure list control and use script in Omit Edit Condition Script field
Something like this

This is not a valid case. The reason is that while the change is in the New state, a user can add or remove any number of CIs. However, once it moves to the Assess or subsequent states, those CIs are used in the change approval process to evaluate impact and potential conflicts.
For example, if a new CI is added during the Authorize phase, but during the Assess phase the approver reviews the change without that CI being included, it could lead to missing critical impact analysis. To avoid such change risks and impact issues, adding affected CIs is only permitted in the New state.
Please educate your users on this — explain both the benefits and limitations of this design to ensure proper change management practices.
