Need help with pulling past incidents using business rules

Hello I have a requirement where I have to create a BR that search for past incidents with similar short descriptions. Once those incidents records are found , link them in the work notes of a newly created incident. 
For example, if a user is creating a new incident with the short description as “computer screen is frozen” we would run a script to search for resolved incidents with the same description. If found , put those incident numbers in the work notes of the new incident submission. 

Can someone please help me?
