Need to trigger scheduled report (Created in HR scoped application) from Global scope

Can anyone help to trigger the scheduled report created in HR scoped application from Global scope.

Scheduled report trigger on their own. why to trigger them via script?

Also what's the business requirement to trigger from other scope?
