Nested Container not working in Washington DC

I've created a nested container for a forum with several columns containing checkboxes. It's listing checkboxes in 4 columns when I tried it out but I view it on a portal, it's showing only 2 columns instead of 4. Is this the expected behavior or a bug? Is it fixed in newer ServiceNow version?

According to the articles, the issue was fixed in Istanbul release. I don't think anybody is still using Istanbul release as of this date.

I know it was working before. Seems like the feature was degraded.
