Newly created user criterias not visible on article level (Can read)

Hello everyone, 

1. I created few basic user criterias and they will be used on knowledge articles level on can read and cannot read. 

As a admin, I can see the list of user criterias when I open can read drop down. 

But if I impersonating to someone without admin role (she is a knowledge manager and when I try to pick a user criteria from can read/ cannot read. I cannot see the ones that I created, it shows number of rows restricted by secirtuy contraints. what might be the issue?

Hello @Snow-Man 

The number of rows removed from security constraints message comes when there is any ACL on the Table.

Check the ACLs on the record or if you have Access Analyzer, you can compare the access between yourself and other user.
