Notification only sent when a certain person submits a contract

When I submit a contract for review an email gets sent to the approver saying that you need to approve it as shown below

But when a colleague submits a contract for review with the exact same approver no email is triggered?

Can anyone explain why?

@joshmorris,
possible causes would be,
1.conditions in the notification.
2.Roles of both users.

3.Business rule / flow logic. You can check these.

Issue is I dont know where the notification is stored to check

The only one in the contract table is this one which isnt it
