Notify open task assignees when Requested For comments on RITM

This is my mission:
Create a notification (content of the notification will be described below) that is sent to the proponent of an open task (Assigned to of the Catalog task) when the client (Requested for) writes a response in the Additional comments of the request.
Notes:
● If there is no proponent: the notification will be sent to the members of the proponent group (assignment group).
● If there is more than one open task: the notification will be sent to proponents of all open tasks.

I tried to use Event, Business Rule and Notification. 
But nothing works, i also tried to see Youtube Videos.. but i did not find a relevant video for my issue.
I decided to delete everything i did and start over, but i need some good example for this issue.


I need your help guys, to help me solve this one.

@ItayB , this should only accomplished by BR or flow.

 

The business rule will be triggered for each additional comment changes. It will also hold the recipients(which is logically determined based from propenents and number of tasks).

 

Now once you determine the recipients, you can then trigger the gs.eventQueue for the notification.
