On a list field with a reference specification, is there a way to hide the "Insert a new row..." opt

So I have a list that references a table. Is there any way to hide the "Insert a new row..." option at the bottom? Specified users already do not have permission to create new choices, but is there a way to hide that option? I would prefer not to use ACLs. I only want to do this for this reference list from this specific field or specific group member. This is a global table, so do not want to remove this option for everyone. Thank you.

Just go to the list view for the records for which you are using as reference table , Right-click a column name and select " List Control":
