Order Guide Sequencing Conditions

I'm working on an onboarding order guide, and I need the catalog items to open in a specific sequence when the Action Type is New ID (LAN catalog item close complete first, and the rest after) I just need the other Action Types to not open in the "New ID" order because then some of them don't open at all (since the New ID action type contains LAN that needs to be completed first)

 

 I set Lane 1 with the Action type as "New ID" and specific order I need the items to open in.  I set the condition in Lane 2 for Action Type to be "Modify ID" for the catalog items to open at the same time. When I open the order guide under the condition of Lane 2, it opens it under the conditions of Lane 1. For example a Modify ID order guide can be opened where only SAP is selected, in this case the SAP RITM won't kick off at all because LAN hasn't been completed.  Is there a way to fix this?
