Out of the box problem and change management dashboard

Hi Team,

We would like to enable OOB problem and change management dashboard to all users.

Could any one help me with below queries...

Want to know is that part of problem and change management plugins (if yes which plug in)

or are those part of performance analytics (if yes which plugin )

its installed but i dont see dashboard, home page we can convert to dashboard. is that same or do we have any OOB , we are looking for this
