Do you need to have a fully built out CMDB to make this work?

Can this be used with and without the Service portal widget?

Are there pro's/con's to using the outage table?

The outage table is key when it comes to Service Offerings and availability.  For example, let's say there is a specific outage causing an outage of 10 service offerings. You would have the beginning and end and the relationship of Service Offerings on the Affected CIs.  This is then used in calculations to show if commitment was met.  

Outage usage can be utilized without the Service Portal.
